Functionality:

The device powers on. The system ask for a date and time reset on every start up. There may be an internal battery that needs replacing. The video out may have issues, depending upon the game, but after a reset, the picture does clear up. The first controller port has issues starting the game, but can be used to play the system with no issues after start.
